For the over 20 years Bentley has been providing a system to state departments of transportation (DOTs) to facilitate issuance of permits to the trucking industry required for hauling over-dimension and over-weight loads. Initially this system was delivered in the traditional manner, with a large initial cost for deployment followed by an annual maintenance and support fee. In 2010 Bentley, for the first time, delivered this system using an outcome-based approach – we deployed the system at no charge and only began receiving revenue in the form of a surcharge payment attached to each transaction once the system began issuing permits. Since then, Bentley has used this approach on several more projects, and we are now aggressively pursuing “public-private partnerships” with additional state DOTs.
